  1. Both parents should generally fall in this category. Please note that USCIS requires all single applicants to be at least 25 years old to adopt internationally. Married applicants may both be 21 or older.
  2. MC=Married Couples, SM = Single Mothers.
  3. U.S. citizenship listed means we can work with families where at least one of the parents is a U.S. citizen, either naturalized or natural born, residing in U.S. territory or abroad. We may be able to work with Canadian citizens from Alberta, New Brunswick, PEI, Quebec and Saskatchewan who are able to obtain a Letter of Non-Objection (for foreign adoption). For citizens of other countries, both parents must hold the same citizenship and reside in the country of their citizenship to be admitted. We have verified that citizens from other countries listed may adopt, and may be able to inquire on behalf of citizens of other countries unless it says “U.S. only”
  4. Although legally younger children may be available, we list realistic ages at which children are being adopted at the timeframe listed.

  7. Per latest Russian regulations, only heterosexual married couples are allowed to adopt, and single mothers are only allowed to adopt if they reside in countries that prohibit same-sex marriage.
  8. Single parents can only adopt children of the same gender.
